Modern approaches to assessing food security in a Far East region

Abstract

Abstract. There is no doubt in the relevance of the food supply issue. It is largely due to the modern threats and challenges to the Russian economy including anti-Russian sanctions and financial and economic crises of recent years. The article presents the author's approach to the food supply at the meso-level, suggesting socio-economic context of the research and concluding whether it complies with the state's tasks of protecting the political and territorial independence and solving regional social problems. The author proposes a classification of approaches to assess the regional food supply regarding food security requirements and develops a general structural and logical scheme of the food supply in the Russian Far East. The article presents the regional food supply structure which is based on the agro-industrial and fishing sectors of the
economy, highlighting outgoing (food export) and incoming (various channels of food import) flows. The analysis of the gross macroregional product’ structure and dynamics at discounted prices showed the indicators’ decrease in the macroregional economy in general and in agriculture and fishing industry in particular. The study of how the added value structure has been changed in various economic spheres that
form the macroregional food security basis in the country reflects the downward trend both in agriculture and food processing industries. The author suggests optimistic and pessimistic forecasts for the food import in the total food sales up to 2026 and formulates conditions for the optimistic scenario of the economic development. The major condition, as concluded, is pursuing an active structural policy while developing the food security potential in the country and the region.
